ZIP 15144 straddles both municipalities, and by land area slightly more of it sits in the township (1.145 sq mi) than in the borough (0.934 sq mi). An address reading “Springdale, PA 15144” can be in either. Anyone using the ZIP as a test is using the one piece of information that cannot distinguish them.
